City, who finished 13 points adrift of Arne Slot's side, completed deals for Tijjani Reijnders, Rayan Ait-Nouri, Rayan Cherki and Marcus Bettinelli in time for the Club World Cup.
Arsenal's main summer transfer target appears to be Real Sociedad midfielder Martin Zubimendi, while their north London rivals Tottenham could be set for a fecund summer after appointing Thomas Frank as manager.
And Chelsea will surely continue spending the cash as they look to compete for honours on all fronts next season.
